Thank you for the opportunity to appear this morning to contribute to your study of Canada’s commercial relations with South America. I will offer a few introductory comments and then my colleague Sam Boutziouvis and I will be pleased to answer any questions. It is no secret that the Canadian Council of Chief Executives (CCCE) has been a strong and consistent supporter of international trade and investment liberalization. We were instrumental in the development and promotion of both the Canada-United States Free Trade Agreement and the subsequent North American Free Trade Agreement (NAFTA). More recently, we have encouraged multilateral trade liberalization as well as bilateral and regional economic agreements. Canada’s business leaders today strongly welcomed the launch of a Canada-India Joint Study Group that will pave the way for negotiations on a Comprehensive Economic Partnership Agreement between the two countries. “Canada and India stand at the brink of an exciting new era of deeper bilateral cooperation and enhanced prosperity,” said Thomas d’Aquino, Chief Executive and President of the Canadian Council of Chief Executives(CCCE). “Today’s establishment of the Joint Study Group sends a clear signal that our two countries are committed to an ambitious agenda of economic cooperation – an agenda that includes not only liberalization of trade and investment, but also greater regulatory cooperation, stronger intellectual property protection, improved transparency in customs rules and procedures, and improved mobility of skilled personnel and service providers.” The CCCE is Canada’s premier business association, composed of 150 chief executives and leading entrepreneurs from all major sectors and regions of the country. Trilateral Cooperation Will Speed Return to Strong and Sustainable Economic Growth, North American Forum Participants Agree
We’re in a recession. It’s a bad one, they say, worst one since the Great Depression. The unemployment rate has been shooting up. The political debate is all about stimulus – more money, faster, got to get people back to work. It’s “jobs, jobs, jobs” all over again. After all, the unemployment rate hit 8.7 percent in July, a huge jump from its lows below 6 percent barely a year ago. And it may well get worse before it gets better. But look back a bit. In the last recession, unemployment peaked at 11.4 percent in 1993 and took almost five years to get down to 8.7 percent. In the recession before that, unemployment hit 12 percent in 1983, and again took more than four years to get down to where we are today. Thank you for the opportunity to join you today and talk about how bilingualism matters to Canada’s future in the global economy. In the past, bilingualism was primarily an inward-looking topic. We talked about how it would help us understand and respect one another, about its role in forging our identity as Canadians. Today, I see bilingualism more as a platform for looking outward, for making the most of the opportunities created by an increasingly integrated world. For individuals, bilingualism is a stepping stone toward global citizenship. For our country, it is an essential element in economic competitiveness. But in both cases, bilingualism matters not just for its inherent benefits, but because of the role it plays in fostering our multilingual and multicultural society. Canada has always been a trading nation, but the reality is that international business is no longer the preserve of large companies. […]
